I don’t think that there is a way to limit a specific sector to < 25%.
The buy rule: SecWeight < 25 will limit all sectors to less than 25% of the total Portfolio.

Try this
eval ( Sector=FINANC , SecWeight < 25, SecWeight < 40)
It will limit FINAC to no more than 25, others to no more than 40. It does not guarantee that it will buy any FINANC stocks, it simply prevents from buying too much.
