Raise/Deploy cash will reduce or increase your holdings (by buying or selling) in order to increase or reduce the amount of cash you hold. Deposit/Withdrawal is for increasing or reducing your cash by actually putting it into or taking it out of your account, without necessarily affecting your holdings.
