Short-Term Investments is a current asset. It represents currently-marketable securities that either come due or are expected to be traded within 12 months of the date of the balance sheet.
Given the liquidity of the investments represented in this line, it is usually treated as cash for all but the most conservative analysis. It is already included in Total Cash and Equivalents.
