Help with stock formula for rank system plz.

I would like to rank stocks based on its ROE compared to its industry average ROE. Equal ROE to its industry average would rank in the middle. The higher the ROE stocks compared to its industry average avewould get higher ranks.
Any suggestions would be appreciated.
