I have been playing around with the new market timing Fed Model. After making some tweeks in the Simulator, I tried to generate a portfolio. I get no suggested holdings/trades, which is expected, but the portfolio that is generated also shows no cash and an inception date of 2001? This seems buggy. I tried to modify cash, but the function would not take any edits. What gives? Appreciate suggestions on this.

This is a known bug. If the port doesn't generate any positions then delete the port and try to do some sort of workaround.

Here is a workaround:

Turn off the buy rule in the sim that restricts purchases, probably the timing buy rule. Create the port. Edit the port transactions and delete the stocks purchased. You end up with a port that is all cash. Don't forget to edit the port and turn on the buy rule you turned off.
